ISSUE2 is a global program participated by 15 countries in four continents: Asia, Africa, South America and Europe which is supported by WASTE, Advisers on Urban Environment and Development, the Netherlands. THe project is funded by the Netherlands Ministry of Foreign Affairs (DGIS, Directorate General of International Cooperation).

The main objective of ISSUE2 is to support key stakeholders to improve and modernize the systems for management of excreta and solidwaste, leading to increased living standards and stable livelihood of disadvantaged people and communities.

In the Philippines, the area of coverage to implement sustainable sanitation and solid waste management is the Province of La Union.
